The Department of Contracts rebuts the allegations being made in sections of the media that the Salina Coast Road project did not go through a tender offer process.

PRESS RELEASE ISSUED BY THE MINISTRY FOR FINANCE, THE MINISTRY FOR TRANSPORT AND INFRASTRUCTURE, AND THE MINISTRY FOR EUROPEAN AFFAIRS AND IMPLEMENTATION OF THE ELECTORAL MANIFESTO

The Department wishes to inform the public that the Coast Road Project was carried out by contractors who were awarded the relevant works on the basis of two open and competitive calls for tenders.

The two tenders were published both locally and in the EU Journal on the 19 February 2013.

The opening of the three submitted offers for the first tender for the coast road, stretching from Magħtab to the Commonwealth Centre, was carried out on 30th April 2013, while the compliant offer was approved on 30th July 2013.

The opening of the four offers for the second tender for the coast road, stretching from NA8 to Magħtab, was carried out on the 30th April 2013, while the compliant offer was approved on the 6th August 2013.

The General Contracts Committee approved the recommendations for the two awards on the 7th and 12th November 2013 respectively.

The conditions published in the tender document included conditions which allowed the contract to be reduced within the limits of the funds available in the case where the offers submitted exceeded the budget allocated for these tenders.

In fact, this process was indeed carried with the two respective lowest economic bidders prior to the final award of the contract.
